About Law & Order Department

Law and Order Division works for the development of the capacity of the police force in the maintenance of law and order in the entire state by the law and order division, separation of law and order and research units at the police station level, issuing necessary instructions to regional officials on sensitive occasions. Monitoring from the apprehension of law and order situation to arising during the law and order situation and till the situation becomes normal. Monitoring of matters affecting law and order and deputation of forces are done on important festivals, examinations, occasions of visits of important persons, and when serious law and order situation arises.

Law and Order Division is headed by an Additional Additional Director General of Police (Law and Order) who is assisted by a Deputy Inspector General of Police (Human Rights).

Main duties of various sections of the Law and Order Division: -

Sections LO - 1, 2 & 3 have been created to implement 2 Sankalps of the Home Deptt. regarding

(1) Separation of Investigation and L & O wings in PS/OP and

(2) Development of a System for L & O management.

 

1. LO -1 Section - Territorial Jurisdiction - North of river Ganga

2. LO -2 Section - Territorial Jurisdiction - South of river Ganga

Functions:- Location Specific L & O matters e.g. Land disputes, Communal matters, Caste matters, mob violence, Review of cases affecting law and order, Anti-riot force, separation of law and order at the police station level, Developing of law and order System, Internal security, Monitoring Of Sensitive Cases. etc.

 

3. LO -3 Section - Territorial Jurisdiction - Whole State

Functions:- State-wide L & O matters e.g. Elections, Republic & Independence Day, Alerts, and khairiyat reports of all Festivals like Holi, DP, Ramnavmi, Eid, Muharram, VIP visits. Alerts for the conduct of various examinations. Organized S-Drive at the Headquarters level. etc.

 

4. Force Section

Deployment of Officers and Men for L&O Duties except for IPS/BPS Officers. RAF, BMP, District Police, Tear Gas Unit, Bomb Squad etc.

 

5. XL Section

Security of Airports, Banks, Vital Installations, International Security, Petition against Officers, Kabristan Boundary wall, and All Miscellaneous work not assigned to any other section.

 

6. XC Section

Human Right Commission, Minorities Commission, Women Commission, Scheduled. Castes and tribes Commission, Backward Commission, Child Commission, Right to Publick Service, Special Juvenile unit Justice Act and all other Commission.

 

7. Kendriya Suraksha Samiti

Government of Bihar Home Department (Special Branch) Resolution Memorandum-3663, Date-02.05.2017 that in the light of as a statutory member of the Central Security Committee, the Central Security Committee is not satisfied with the instructions taken by the Special Security Committee Bihar Work related to reviewing the appeal representations received from the applicants/dignitaries and taking decision for the deputation of bodyguards for their security.
