Human Resource Development and Training Division, Bihar, Patna

Background

The Human Resource Development and Training Division was established on September 26, 1985, through the 174th amendment of the Ministry of Education. It was renamed from the Ministry of Education to the Ministry of Human Resource Development. Under this, training and development are conducted from the perspective of acquiring and imparting knowledge and skills to improve employees' work performance capacity and for future career development.

Under this, all types of training activities related to administrative divisions are organized. Under this directorate, all types of training related to new laws and digital work for basic/PTC/SLC training of police officers/personnel within and outside the state are conducted and proposed plans are implemented.

Administrative Structure

The head of the Training Directorate, Bihar, Patna is the Director General of Police, Training, Bihar, Patna.

Under the Training Directorate division, Additional Director General of Police, Inspector General of Police, Assistant Inspector General of Police, and Deputy Superintendent of Police are working.

Branches
The Human Resource Development and Training Division has the following branches:-

(1) Establishment - Under the Establishment branch of the Training Directorate, all establishment-related work including service records, etc. of all posted/deputed personnel, all work related to human resource management. Establishment-related work of subordinate training units. All work related to the establishment part of HRMS. All technical work including e-PAR and e-office. Work related to creation of all categories of posts and establishments. All work related to personnel welfare. Maintenance of all rules, acts, manuals, and police orders/training orders/standing orders related to the Training Directorate and execution of all police data custodian related works.

(2) General Branch - Under the General branch, various types of training-related work including DG/IG conferences, work related to Government of India departments. Review meetings of Honorable Chief Minister, meetings of Director General of Police, Bihar, other high-level meetings, coordination and reporting work with Home Department and other external departments. Work related to Right to Information/Legislature/Court cases. Work related to press and media/PPT preparation. Preparation of training policy and annual training calendar. Maintenance and execution of all other uncovered subjects.

(3) Training-1 (T-1) Work related to basic training of all categories such as curriculum, study material, training programs, deputation of instructors, grievance redressal, etc. is conducted.

(4) Training-2 (T-2) Work related to mandatory promotion training (such as PTC/SLC) for all categories such as curriculum, study material, training programs, deputation of instructors, grievance redressal, etc. is conducted.

(5) Training-3 (T-3) Work related to all types of training/workshops/webinars etc. organized outside the state is conducted.

(6) Training-4 (T-4) Work related to all other types of training, workshops, webinars, mandatory in-service training, etc. within the state except basic/mandatory promotion training is done.

(7) Training-5 (T-5) All types of practical training (including BPSC/BPSSC/Sub-Inspector/All other categories)

(8) Accounts - All work related to budget/audit/accounts, operation of salary bank accounts. All work related to HRMS accounts part. Fortnightly monitoring of allocation and expenditure in all heads under all plan and non-plan items. Budget preparation work. Medical reimbursement, leave travel allowance for more than 10 days, provident fund advance and final withdrawal, group insurance and advance work.

(9) Transport - Work related to vehicles allocated to the Directorate. Work related to maintenance of vehicles for all senior officers posted in the Directorate. Work related to repair of all vehicles.

(10) Store - Action related to necessary logistical support, mementos, etc. for training programs. Timely organization and coordination of ceremonies for retiring officers/personnel. Work of supplying basic requirements of all officers/branches in the Directorate. Maintenance and control of training rooms, VC room in the Directorate. Work of store in-charge (stationery/account material).

(11) Inward/Outward - All work related to Inward/Outward branch. Work of centralized receipt of all correspondence. Work of centralized dispatch of all correspondence. Digitization work of the above works is done.

  • Revised basic training curriculum for Constables has been prepared and books have been printed in three volumes (25,000 copies) and made available at all training centers in Bihar State.
  • Training manual for district practical training of directly recruited Deputy Superintendents of Police has been printed and made available to all District Superintendents of Police in Bihar State.
  • Revised basic training curriculum for Driver Constables has been prepared.
  • Curriculum for promotion from Assistant Sub-Inspector to Sub-Inspector has been prepared.
  • Training module for disaster management from Constable to Sub-Inspector is being prepared.
  • Revised SLC curriculum is being prepared.
  • Basic training curriculum for fourth class employees is being prepared.
(b) Work Plan of Training Directorate, Bihar, Patna for the year 2025-2026:-
  • Promotion training for 220 Assistant Sub-Inspectors of 2019 and later is to be started.
  • PTC training for 2664 Constables appointed in 2011 and remaining earlier ones is proposed at Bihar Police Academy, Rajgir and Constable Training School, Nathnagar.
  • SLC training for about 80 Constables appointed before 2003 is to be started.
  • Basic training for 1639 Driver Constables is to be started.
  • Supplementary training for 1302 Constables is to be started.
  • Supplementary training for 982 PTC Constables is to be started.
  • Implementation of work related to creation of two new CTS in the state.
  • Providing special short-term training inside/outside the state to police officers/personnel of the state.
