As per the orders of the Director General of Police, the following Sections / Cells are functioning in the Headquarter (DGP Office) and Budget Division:-

2. Appellate Authority- First Appellate Authority of Police Headquarters under The Right to Information Act
2005.
3. Appeal Cell- Hearing on appeal representation against dismissal, removal from service, suspension of rank, promotion or periodical increment and the original order passed under the provision mentioned in Article 311(12)(b) by the field Inspector General of Police / Deputy Inspector General of Police in the departmental proceedings. (Of the officers of the level of ASI to Police Inspector) Headquarter (DGP Office) and Budget Division is headed by the Director General of Police, who is assisted by Additional Director General of Police (Headquarter) and Inspector General of Police (Headquarter) and Additional Director General of Police (Budget, Appeal and Welfare) and Deputy Inspector General of Police (Personnel) and Assistant Inspector General (Welfare).
Functions performed by the Headquarter (DGP Office) and Budget Division:-
Finance-I Section
1. Allocation of funds to police headquarters and subordinate offices.
2. Work related to Estimates Committee.
3. Budget preparation for planning/modernization.
4. Expenditure on training outside the state.
5. Ex-gratia grant.
6. SRE allocation and monitoring.
7. Work related to reimbursement of deputation forces in the state.
8. Related to house rent (station).
9. Allocation relating to extradition from Left Wing Extremists.
10. Work related to revenue receipts.
11. Medical Reimbursement.
12. Account Reconciliation.
13. Public Accounts Committee.
14. Finance audit.
15. Budget preparation and expenditure statement.
Finance-2 Section
1. Advance/final withdrawal from General Provident Fund of police headquarters/state level posts/personnel below Deputy Superintendent of Police.
2. Final withdrawal of group-insurance of the personnel posted in Police Headquarters.
3. Approval of pension/special family pension, gratuity of the post/personnel posted in the Indian Police Service/Bihar Police Service/Police Headquarters.
4. Approval of break allowance for more than ten days for all District/Unit/Railway and SAP personnel.
5. Meeting related to terminal benefits, monthly review report, Pension Adalat.
6. Sanction of Home Advance/Computer Advance.
7. Financial monitoring of all the offices of Bihar Police.
8. Audit Inspection Report of the Principal Accountant General, Bihar, Patna.
9. Work related to Philanthropic/Education/Welfare Fund.
10. Check Entry and Issue, RC, ADVICE Accounts and Cash Book Maintenance, Audit, Bank Work, Cheque/Draft Return, Revalidation etc.
11. Work related to meeting and proceedings of Bihar Police Welfare Committee.
12. Canteen related work.
Accounts Section
1. Withdrawal of plan and non-plan items.
2. Clearance of Bills of Provisioning.
3. Transfer of amount in P.L. Account of Bihar Police Corporation.
4. Transfer of amount in Beltron of P.L. Account.
5. Clearance of all bills relating to establishment.
6. Withdrawal of the bills of the E.R.S.S.
7. Withdrawal of telephone and electricity bills.
8. T.A. drawal of bills.
9. Clearance of bills relating to Medical Reimbursement.
10. A.C. adjustment of bills and correspondence with all withdrawal and disbursement officers.
