About Budget Department

The Budget/Appeal/Welfare Division is the nodal office at the state level for financial expenditure and welfare-related work of police personnel. This division executes budget-related work for all offices/units of Bihar Police. Allocation of funds for sponsored schemes related to Bihar Police by the Central Government or State Government is handled here.

The division handles accounting work of Police Headquarters, reconciliation of AC bills with DC bills, and payment-related work for expenditure on paramilitary forces. Additionally, it manages cases related to compassion, medical reimbursement, medals awarded on Independence and Republic Day, bravery awards, and medals given by State/Central Government.

Welfare work for police personnel, benevolent fund, education fund, police welfare fund-related work, service benefits/pension/gratuity/group insurance and other work for Indian Police Service/Bihar Police Service and other police personnel are executed here.

It also prepares response reports for Parliament/Legislature sessions, departmental annual reports, and address reports for His Excellency the Governor and Honorable Chief Minister of Bihar. The division handles work related to appeal petitions received against punishment orders passed by Zonal IGs/DIGs in departmental proceedings, and work related to applications under the Right to Information Act, 2005.

The Budget/Appeal/Welfare Division at the state level is located at Sardar Patel Bhawan, Bailey Road, Patna.

Administrative Structure

The head of the Budget/Appeal/Welfare Division is the Additional Director General of Police. Under them, 2 Superintendents of Police are posted - Assistant Inspector General of Police (Inspection) and Assistant Inspector General of Police (Welfare).

1. Finance-1 Branch Work:

  • Allocation to all districts and units, budget preparation and expenditure statements
  • All work related to the Estimates Committee
  • Work related to Thana Self-Reliance
  • Non-Plan 2055 maintenance and repair and modernization related allocation and correspondence
  • Work under Non-Plan 4055 Police Modernization
  • Reward-related work for declared absconding criminals
  • Work related to ex-gratia grants
  • S.R.E. allocation, monitoring and other work
  • Work related to Thana/O.P. building rent
  • Work related to surrender of left-wing extremists
  • Work related to revenue receipts
  • Monitoring of account reconciliation related work
  • Work related to Public Accounts Committee
  • Work related to financial audit

2. Finance-2 Branch Work:

  • Approval of pension/special family pension, gratuity for Indian Police Service/Bihar Police Service/officers/personnel posted at Police Headquarters
  • Approval of suspension allowance for more than 10 days for all district/unit/railway and SAP personnel
  • Advance/final withdrawal from General Provident Fund for personnel below Police Deputy Superintendent posted at Police Headquarters/state level
  • Final withdrawal of group insurance for personnel posted at Police Headquarters
  • Meeting related to service benefits, monthly review report
  • Approval of house advance/computer advance
  • Audit inspection report of Principal Accountant General, Bihar, Patna
  • Education reimbursement and travel allowance of Zonal Deputy Inspector General of Police
  • All work related to audit reimbursement and monitoring compliance of audit instructions in all offices

3. Legislature Branch Work:

  • Preparing report for His Excellency the Governor's address for Republic Day ceremony
  • Preparing report for Honorable Chief Minister's address for Independence Day ceremony
  • Preparing departmental annual report
  • Preparing report for His Excellency the Governor's budget address for budget session
  • Preparing answer reports for questions received from Bihar Legislative Assembly/Council's budget session/monsoon session and winter session and Parliament

4. Accounts Branch Work:

  • All work related to disbursement of salary and all allowances and establishment (hom005) of all officers and personnel of Police Director General's office
  • Work related to salary disbursement of contractual personnel
  • Work of disbursement of all bills of Police Headquarters
  • Payment-related work for Indian Police Service's education, medical, travel, uniform allowance etc. and gratuity
  • Work related to payment of all bills under (hom005) for materials purchased by Provision Unit
  • Work of payment of bills related to E.R.S.S. project
  • Payment-related work from SNA account for materials purchased under Police Modernization Scheme
  • Payment-related work from SGPA/GPA account under Gem Portal
  • Work of reconciliation of A.C. bills with D.C. bills
  • Payment-related work for expenditure on paramilitary forces

  • Out-of-turn promotion
  • Appointment on compassionate grounds
  • Medical reimbursement
  • Medals given on Independence Day and Republic Day, bravery awards, other Police Headquarters, state level and medals given by Central Government level
  • Empowerment of women personnel, housing, transfer, other infrastructure budget etc.
  • Welfare of personnel
  • Welfare of women police personnel and other women staff
  • Maintenance of contribution of Police Welfare Fund, Education Fund and Benevolent Fund, bank work, revalidation, all work related to accounts and proceedings of meeting related to grants for Bihar Police Welfare Committee, Benevolent Fund, martyred police personnel
  • Matters related to Police Association and proportional participation of women personnel

6. Appeal Branch Work:

  • Work related to appeal petitions received against original punishment orders passed by Zonal Inspector General of Police/Deputy Inspector General of Police in departmental proceedings under Rule 851(kha) of Bihar Police Manual, 1978 and original punishment orders passed under provisions of Article 311(2)(kha) of Indian Constitution
  • Work related to action on applications related to first appeal under Right to Information Act, 2005

Major Achievements of Budget/Appeal/Welfare Division

  1. Through the Welfare Branch of this division, a total of 1870 cases have been processed as of 03.09.2025, including medical reimbursement, medals, out-of-turn promotion, compassion, association, benevolent, education, welfare, life certificate, loan approval from benevolent fund, and payment of ₹25 lakh to police personnel during active duty. Additionally, in each district/unit, an officer of the rank of orderly/Sub-Inspector has been designated as Welfare Officer for welfare work of police personnel.
  2. Through the Finance-1 Branch of this division, the amount received from the first supplementary has been made available to the concerned office.
  3. Through the Finance-1 Branch of this division, allocation of funds related to ex-gratia grants has been done.
  4. Through the Finance-1 Branch of this division, funds have been made available to the concerned office in a timely manner for a total of 112 proposals under minor works for construction.
  5. Through the Finance-2 Branch of this division, cases of travel allowance and suspension allowance have been approved.
  6. Through the Finance-2 Branch of this division, cases of service benefits have been processed.
  7. Through the Legislature Branch of this division, cases of assurances, zero hour, unstarred questions, requests, calling attention, petitions and privilege breaches of Legislature/Parliament have been processed in a timely manner.
  8. Through the Accounts Branch of this division, action has been taken for payment from GPA account. Action for reconciliation of DC bills is in process.
  9. Through the Accounts Branch of this division, Airtel CUG SIM service has been started throughout the state under Bihar Police from 01.08.2025 in place of BSNL CUG SIM.
  10. Through the Appeal Branch of this division, a total of 296 cases have been processed under the Right to Information Act as of 03.09.2025. 45 cases have been processed against punishment orders passed in departmental proceedings received from various sources.
