The Crime Investigation Department of Bihar State was established in year-1913. At that time Intelligence Section,
Investigation Section, Special Section, Fingerprint and Photography Bureau branches were formed. In the year-1981, the post of
Deputy Inspector General of the Crime Investigation Department was upgraded to Inspector General of Police. In view of the
importance, intricacy, and excessiveness of the works, in 1988 the post of Inspector General of Police was upgraded to
Additional Director General of Police.
Main work of the Crime Investigation Department: Based on the instructions contained in Police Manual Rule 425 and 410 (B) (iii),
the Crime Investigation Department carries out investigation and control of sensitive and serious cases and further investigation/control
proceedings are carried out by specialized branches such as human rights. Section, Homicide Section and K.R. Miscellaneous Section. The CBI
team is working under the leadership of a Deputy Superintendent of Police and a Police Inspector in the districts at the regional level from
the Crime Investigation Department. The CB team submits its report on crimes of public importance like kidnapping, murder, dacoity, road robbery/robbery,
archaeological idol theft etc. to the Crime Investigation Department and they also play an important role in the investigation of the cases.
Forensic Science Laboratory
Forensic Science Laboratory has been established in Patna in the year 1960. In view of the increasing importance of scientific investigation over
time, Regional Forensic Science Laboratory is functional in Muzaffarpur from the year 2015 and in Bhagalpur from the year 2018. Regional Forensic
Science Laboratories are also being expanded in the remaining 09 police areas, whose action is under process. Along with this, with the intention of
expanding scientific investigation to every district, in the first phase, Gaya and Purnia District Mobile Forensic Science Laboratory units are
functional from 2022 and 2021 respectively. The building of Mobile Forensic Science Laboratory in Rohtas is ready and is in the process of being
handed over. In the next phase, the Mobile Forensic Science Laboratory unit will be expanded in the remaining districts.
Photo Bureau
Photo Bureau was established in 1912. In the light of the judgment passed on 03.04.2018 of the Hon'ble Supreme Court in SLP (Criminal)
No. 2302/2017 Shafi Mohammad Vs. Himachal Pradesh, photography/videography of the crime scene is necessary in case of serious crime. In the light of
the judgement, police officers are being given training in crime scene photography. A total of 2098 police officers have been trained so far by the
Crime Investigation Department.
Higher Training School
The Higher Training School was established in 1952. Its purpose is to conduct scientific investigation, to improve the quality of investigation
and to increase the average of convictions by collecting solid evidence. In the year 2022, 195 policemen have been trained for scientific investigation.
Dog Squad
In the year 1955, the Dog Squad has been formed in the Crime Investigation Department. The State Police currently has a total of 62 dogs
including German Shepherds, Labradors, Belgian Melonais breeds, working at the Headquarters as well as at all zonal levels. These dogs have
played an important role in the discovery/recovery of many important cases. Along with this, the dog squad plays a very important role in the
security of common people, important establishments and dignitaries. In the year 2022, with the help of liquor dog squad, 3363.44 liters of
foreign liquor, 46671.78 liters of country liquor has been recovered and with its cooperation a total of 610 arrests have also been made and
tracker dogs have played an important role in solving many cases in different districts.
Crime Investigation Department (CID) is headed by an Additional Director General of Police (CID), who is assisted by lnspector General of Police
(Crime),
Deputy lnspector General of Police (Crime) and Deputy lnspector General of Police (D.P.) and 3 Superintendent of Police (C/D/E).
